Job Details

Investment Portfolio Management Branch (IPMB) is responsible for the development and continuous improvement of Defence capability guidance, policy, and processes. Central to this role is the design and delivery of a contemporary Capability (L&D) Program that enables the workforce to understand, adopt, and comply with the evolving Defence Capability System (DCS).
IPMB is seeking a custom designed package that delivers an integrated capability professionalisation uplift program and supporting learning products to enable Defence and Industry personnel to understand and apply the reformed DCS in practice.
The Supplier must provide a Learning and Development Provider with at least 5 years' experience delivering Learning and Development Suites, preferably as the lead.

Key Duties and Responsibilities

Developing learning & development solutions that will support the capability workforce.
Facilitating, streaming, recording and producing recorded content for viewing.
An understanding of, and experience in, Defence capability development and management.
Ability to lead and support stakeholder consultation.
Capacity to work autonomously and in a team environment.
Design a Capability Professionalisation Program into an Integrated 18-month program aligned to Capability professionalisation Strategy Design.
Develop and delivery a branded and designed learning artefact package, inclusive of a four-part video series addressing the reformed Defence Capability System.
Packaged branding suite to support all published materials.
Train the trainer manual, provided training to APS workforce to carry on integrated program and brand suite.
Development of capability related content and guidance materials.
Monthly performance reporting to DCCI.
Identify and actively manage risks across all aspects of delivery, including integration of complex source material, stakeholder alignment, product quality, and long-term usability of outputs.
Proactively identify and disclose any planned use of AI tools and demonstrate the application of appropriate human review to all outputs.
Remain fully accountable for the accuracy, completeness, quality and security compliance of all deliverables.
