DFAT's Information Management and Technology Division (IMD), through its various branches, is responsible for delivering a diverse portfolio of digital and ICT initiatives that support organisational priorities and operational outcomes. IMD continues to uplift its delivery capability by introducing improved processes and ways of working to strengthen planning, prioritisation, investment management, governance and project delivery across the portfolio.

With a dynamic portfolio of work, IMD requires delivery management capability that can respond to changing business priorities, government initiatives, funding availability and operational requirements. Delivery Managers will play a critical role in supporting various areas across IMD to plan, manage and drive the delivery of ICT functions, including technology-enabled initiatives from inception through to business-as-usual operations. These roles will supplement internal capability, provide specialist delivery expertise and help ensure outcomes are achieved in accordance with agreed objectives, governance arrangements and organisational standards.

Key duties and responsibilities

Job Specific role description:

  • Coordinate business-as-usual delivery activities to ensure operational work is planned, prioritised and progressed in line with business needs and IMD priorities.
  • Work with technical teams, business areas and vendors to manage operational dependencies, risks, issues, service impacts and competing priorities.
  • Support governance, reporting and decision-making by maintaining clear visibility of business-as-usual work activities, milestones, risks and delivery status.
  • Facilitate operational planning, demand management and resource coordination across business and technical areas.
  • Support the transition of project outcomes into business-as-usual operations, including handover planning, operational readiness and sustainment activities.
  • Identify and coordinate continuous improvement opportunities to strengthen ICT service delivery, operational processes and ways of working.
  • Build effective stakeholder relationships to support clear communication, timely escalation and delivery of agreed operational outcomes.

Program/project delivery roles will be responsible for:

  • End-to-end delivery of ICT programs, ensuring outcomes are achieved within agreed scope, schedule, budget, quality and in compliance with government standards and objectives.
  • Management of program risks, issues, dependencies and resource requirements, implementing mitigation strategies to maintain delivery momentum.

One or more specialised roles will also be responsible for:

  • Supporting the Capital Budget prioritisation process and coordinate the IMD business case submissions to Finance Division.
  • Supporting work on DFAT's Digital Investment Plan, including coordinating inputs, tracking priorities and aligning investment planning activities with IMD's delivery pipeline.
  • Supporting the development of new policy proposals for digital investment initiatives, including consultation with business areas to define priorities, requirements and expected benefits.

The Skills Framework for the Information Age (SFIA) has been used to inform the requirements. In summary, DFAT is seeking candidates with the following relevant skillset:

Skills/Levels:

  • Change and Transformation - Delivery Manager - Delivery Management (DEMG) - Level 6

Technical skills

One or more of the below qualifications are highly desirable for these roles: Relevant tertiary qualification in Project Management, Information Technology, or a related discipline, and/or; Qualifications and/or accreditation in Project Management (PRINCE2, Agile, PMP, MSP, PMBOK) and/or Scrum Master (CSM); Experience with project management systems (DevOps, Microsoft Teams, Microsoft Project); Change management qualifications (e.g. Prosci, APMG).

About the team

The roles are expected to be distributed across a number of IMD branches, including the Digital and Service Delivery Branch, Business Solutions Branch, Cyber Security, Cloud and Networks Branch, and the Infrastructure and Operational Support Branch, reflecting the breadth of operational and delivery priorities across the division. Across these areas, Delivery Managers will support business-as-usual and operational activities that underpin IMD's ongoing ICT functions, while also contributing to the delivery of priority Department Capital Budget funded ICT programs. This work requires strong coordination across business areas, technical teams, vendors and governance forums to ensure delivery activities are well planned, effectively managed and aligned with agreed priorities, timeframes and budgets. The successful candidates will work closely with project sponsors, product owners, operational leads, subject matter experts and delivery teams to establish and maintain delivery plans, manage risks, issues and dependencies, support reporting and governance requirements, coordinate operational priorities, and help drive delivery through to implementation, sustainment and transition into business-as-usual operations.

Essential criteria

  • 1. Minimum 3-5 years' experience delivering and managing ICT functions and programs within government and/or large enterprise environments.
  • 2. Demonstrated experience leading/coordinating multidisciplinary delivery teams using waterfall and agile methodologies and hybrid delivery approaches.
  • 3. Proven ability to manage project scope, schedule, budget, risks, issues and dependencies to achieve successful delivery outcomes.
  • 4. Strong stakeholder engagement and communication skills, with the ability to influence and build productive relationships at all organisational levels.
  • 5. Demonstrated leadership capability, including mentoring, coaching and motivating technical and non-technical teams in fast-paced delivery environments.
  • 6. Experience using project delivery and reporting tools and related platforms.
