Our Branch The Network Strategy, Planning & Design Branch supports the division through key operational and strategic functions, including leading integrated transport planning and operational resource modelling, bus network planning and scheduling and training and development programs supporting operations delivery. It also supports business improvement initiatives to deliver safe, efficient and reliable transport outcomes to meet the changing demand of public transport needs for Brisbane. The Role As the Operational Resource Planning Manager, you will lead the workforce and fleet demand and supply planning function, ensuring alignment with long-term network service plans and approved service requirements. You will provide strategic oversight of workforce and fleet forecasting, resource allocation and performance analysis to support safe, reliable and efficient service delivery. By developing planning frameworks and modelling scenarios, you will ensure operational, industrial and legislative requirements are met while supporting future growth. Working closely with senior leaders and cross-functional teams, this role delivers data-driven insights and advice on workforce and fleet capacity, utilisation and risk. It oversees demand forecasting, scenario testing and the management of network modelling to support robust forecasting, while informing recruitment, training and fleet lifecycle decisions. The role also drives continuous improvement through performance monitoring, business case development and evidence-based planning to support safe, reliable and efficient service outcomes. To be successful you will have: proven experience leading workforce and fleet planning, including modelling and resource management, within a complex operational environment demonstrated evidence of capabilities in Council's Leadership Blueprint to deliver performance excellence and a values-based culture. strong expertise in forecasting, demand and supply analysis, and performance reporting across workforce and fleet functions demonstrated ability to deliver strategic advice and develop large-scale business case recommendations for senior leadership decision making sound knowledge of operational standards, legislation, industrial frameworks, and workforce and fleet compliance requirements a track record of building, leading and developing high-performing teams excellent analytical, communication and stakeholder engagement skills, with the ability to influence and collaborate effectively. Experience in public transport or other schedule driven activities and a relevant tertiary qualification in business, workforce planning or a related discipline are desirable but not mandatory.
