Join the Centre for Regulation and Enforcement at the Ministry of Health for an exciting opportunity to lead key centre-wide functions that support high-impact public health regulation across NSW.

The Centre is responsible for delivering priority tobacco and vaping reforms, including licensing, compliance, enforcement and regulatory intervention work. This role lead the enabling functions that allow the Centre to operate effectively, including operational policy, intelligence, reporting, strategic programs and IT program coordination.

This is a unique opportunity to shape the systems, governance and operating model of a growing regulatory centre while supporting work that protects communities and reduces harm from illicit tobacco and vaping products.

About the role
The Manager, Centre Operations role leads a multidisciplinary team responsible for the Centre's core enabling functions. These roles support effective business operations, governance, planning, reporting, policy coordination, data and intelligence capability, program delivery and continuous improvement.

You will work across the Centre to ensure teams have the systems, advice, reporting and operational support required to deliver regulatory outcomes. The role requires strong leadership, excellent organisational skills, sound judgement and the ability to manage complex work programs across corporate, policy, data and project functions.

The role also provides high-level advice to the Executive Director and senior leadership team on performance, governance, risk, reporting and operational improvement.

What you will be doing
This role leads the Centre's operational policy, intelligence, data reporting, strategic programs and IT program coordination functions.

You will be responsible for supporting the Centre's regulatory priorities through policy coordination, performance reporting, intelligence capability, program governance, systems improvement and strategic project delivery. The role will work closely with compliance, licensing and intervention teams to translate operational needs into policy, reporting, intelligence and systems solutions.

This role will also support the Centre's IT and business systems program work, including business requirements, implementation support, issue resolution, reporting improvements and continuous improvement of operational systems.

Key responsibilities
You will be responsible for:

  • Leading operational policy, intelligence, data reporting and strategic program functions across the Centre.

  • Coordinating strategic programs and projects that support the Centre's regulatory priorities.

  • Overseeing the development of operational policy, guidance, templates, processes and reporting products.

  • Leading intelligence and data reporting functions to support risk-based planning, compliance targeting and executive decision-making.

  • Coordinating IT and systems program work, including business requirements, implementation support, issue resolution and continuous improvement.

  • Supporting program governance, milestone reporting, performance monitoring and evaluation.

  • Preparing high-quality briefs, reports, dashboards, business cases, correspondence and advice for senior executives and government.

  • Working collaboratively with compliance, licensing, interventions, legal, data, IT and external stakeholders to deliver practical solutions. Managing team performance, workload and capability to support timely and effective delivery.

  • Driving continuous improvement in operational policy, intelligence, reporting, systems and program delivery.

About you
We are looking for experienced and adaptable leaders who can bring structure, coordination and momentum to a complex and growing regulatory environment.

You will bring

  • Demonstrated experience leading policy, program, project, regulatory support, intelligence, reporting or systems functions.

  • Strong leadership skills, including the ability to manage staff, allocate work, build capability and support a positive team culture.

  • Strong written communication skills, including the ability to prepare clear briefs, reports, business cases and executive advice.

  • Strong analytical and problem-solving skills, with the ability to use data, evidence and sound judgement to inform planning and decision-making.

  • Experience managing complex work programs with multiple stakeholders and competing priorities.

  • Strong stakeholder engagement skills and the ability to influence outcomes across operational and executive settings.

  • A practical, improvement-focused approach to systems, processes, governance and service delivery.

  • The ability to work flexibly and collaboratively in a fast-paced regulatory environment.

  • Experience in operational policy, intelligence, data reporting, strategic programs, regulatory projects, IT systems or business improvement will be highly regarded.

Essential Requirements

  • Relevant tertiary qualifications in business, public administration, health, policy, project management, data, information systems or another relevant discipline, or demonstrated equivalent professional experience.

  • Demonstrated experience in operational policy, intelligence, data reporting, strategic programs, regulatory projects, IT systems or business improvement.

  • Demonstrated experience managing staff, stakeholders and competing priorities.

Additional Information
This role may involve supporting time-sensitive regulatory action and working closely with field-based compliance teams. The role operates in a complex and sometimes high-pressure regulatory environment.
