TMO Portfolio Manager

About the Opportunity

We are seeking a Portfolio Manager to join the newly established IFMS Transformation Office (TMO).

This role plays a critical part in ensuring that our transformation portfolio delivers against commercial commitments, strategic priorities, and operational outcomes. Working closely with the Director IFMS Transformation, you will provide a clear, accurate, and integrated view of portfolio performance, decision making on initiatives, and risk exposure.

This is an opportunity to step into a strategic, enterprise-level role with direct visibility to senior leadership and influence over how transformation is prioritised and delivered within IFMS.

About the Role

In this role, you will operate at the portfolio level, overseeing the full lifecycle of initiatives: from demand intake and prioritisation through commercial, to governance, reporting, and benefits oversight.

You will play a key role in ensuring:

The right initiatives are prioritised and sequenced

Governance is applied consistently and effectively

Portfolio performance is clearly understood and actioned at leadership level

Key Responsibilities

Strategic Portfolio Prioritisation & Planning

Own the end-to-end demand intake process - shape incoming initiatives against strategic alignment, commercial value, delivery capacity, and initiative interdependencies before any work is resourced.

Maintain a portfolio roadmap that reflects genuine sequencing decisions grounded in the IFMS V2 commercial commitments and business' ongoing strategic objectives

Facilitate prioritisation conversations with business and client sponsors using evidence and structured criteria; document outcomes and make trade-offs visible to the Director.

Portfolio Governance & Quality

Establish and operate the stage gate framework for the IFMS Transformation portfolio: define gate criteria, own the gate process, and hold pass/hold decisions independently of delivery pressure.

Maintain the portfolio as the single source of truth

Ensure all initiatives have defined ownership, status, risks, dependencies, and funding

Surface and escalate governance gaps proactively.

Executive Reporting & Transformation Narrative

Produce integrated portfolio reporting for the Director IFMS Transformation and executive forums

Present portfolio performance, transformation insights, and investment recommendations to internal and client executive forums

Maintain the portfolio-level risks & dependencies log and highlight cross-initiative dependencies, driving decisions

Commercial Value & Benefits Oversight

Partner with Commercial to ensure prioritisation decisions are supported by validated benefits and savings

Track portfolio-level financial position across the initiative pipeline; flag funding gaps or over-commitment to the Director before they create delivery risk.

Monitor portfolio-level financial position and highlight risks or gaps

Stakeholder Engagement & Governance Influence

Build strong working relationships with business sponsors, client liaisons, Product Owners, Commercial, Change, and Project Managers

Drive alignment between delivery activities and portfolio governance requirements

Engage with Finance and Client stakeholders to ensure consistency in financial reporting and governance standards

What We're Looking For

Demonstrated experience in portfolio governance, transformation management, or strategic program oversight - with a track record of operating at portfolio level.

Proven ability to make and defend evidence-based prioritisation decisions in complex, commercially driven environments with competing stakeholder demands.

Strong analytical and structured thinking, with the ability to produce executive-ready insights

Experience establishing or working within governance frameworks (e.g. stage gates, demand intake, RAID) from the ground up in ambiguous, fast-paced environments.

Confident facilitator and presenter at senior leadership and executive level; able to hold a governance position under pressure with professionalism and clear rationale.

Confident stakeholder engagement and communication skills, including experience working with senior leadership

Familiarity with portfolio tools and Microsoft 365

Desirable

Background in facilities management, operational services, contract-based transformation, or comparable commercially complex environments is advantageous.

Relevant tertiary qualification or certifications in programme/portfolio management
